I went ot the city office yesterday and got it done and I asked the city office staff why I couldn't do it at the mall and he said "for foreigners they have to check certain things and they can't check it at the mall" But at the mall the lady was able to log into the system and check my status regarding the documentation. When I asked my bredrin that work at the city office he said he doesn't know why but probably the system at the mall is limited, but I really doubt that, a system is a system.
